Curious that there are jackets called "waist jackets," since the British word "waistcoat" (pronounced WEScut) is the same as the American word "vest" (and the British word "vest" is the same as the American word "undershirt").

I've been to many of the thrift shops around and they were no help. Neither was the local Burlington coat factory. So, it looks like a jacket is out. If I were to just get a vest like the one pictured, and where it with a solid black tie, would that be appropriate?

Actually a waistcoat is not acceptable for semi-formal, except under a jacket. If the rest of the gentlemen guests will be dressed in jackets you would definitely be underdressed and unless the invitation says casual, jackets and ties are probably called for.
