Looks like they are both a little long. Although you can put the kilt up higher to get the length right you will probably discover that the kilt will find where it wants to naturally be, which means as you move around it will slide down a bit.
I would put them at your proper kilt waist and the have them hemmed to the right length. You will be happier in the long run,.
