Rocky and Kelly at USA Kilts should be your first stop. A custom made kilt from them is a joy. So is the service.
The fabric for the first kilt on your wish list should be Poly/Viscous. It will be in the correct Tartan, the colors will be accurate, the kilt itself will be durable, machine washable, and capable of being dressed up very well.
Remember, you get what you pay for. In the kilt world that is very true.
