Here is my recomendation for a starter kilt outfit (assuming Stillwater's standard 24" length works for you)
Stillwater Heavyweight kilt ($125-150)

Buzz Kidder Sporran ($55-60) several models available through Stillwater, USA KILTS, and the Scotish Tartans Museum
Belt ($20) Pickup a 2" wide heavy unfinished leather belt from your local Home Depot, Lowes, or other hardware store and dye it black or brown. Leather dye available at your local cobbler.
Sporran Strap ($10) From Stillwater or buy a thin plain ladies belt at a thrift store.
Hose ($10-20) Various sources
Your belt, sporran, sporran belt, and shoes should all be the same color.
The Buzz Kidder sporran will last you many years and its quality and size will please you when cheaper alternatives will have either fallen apart or been discarded.
The Stillwater Heavyweights are handsome and well made, they are not a handsewn kilt so don't expect that, but they are a very good value.

Wow, out of a budget of $150 you managed to only spend $266 leaving Noob $116 in his wallet (assuming that he doesn't need to actually have a roof over his head next month )
Yes one must also consider the accessories. Some have had success with cheaper stuff on ebay, but generally you get what you pay for. All the cheap crap that I bought first starting out a year ago has since been replaced with better quality stuff and several more kilts (I have the great fortune to kilt night with two kilt makers, well more accurately they have the great fortune - mine ).
Jamie does SWK not offer custom length in the standard line albeit in a much, much longer wait than 2 days?

He hadn't mentioned accessories so I thought I would.
If one can wait a bit to save $150 for a kilt, one can save a bit more to afford decent accessories that won't be discarded less than a year later! 
Stillwater does offer custom lengths in their standard kilts, but there is a wait time of several months. I think that a Heavyweight (even if one has to have it professionally hemmed for $20-30) is a better deal.

The avatar is me in an SWK Semi-traditional Irish National tartan with matching flashes and necktie. Jerry's delivery time is excellent. Customer service is superb. I am fortunate that the 24" length works well for me.

Hmm thats interesting. I had actually planned on going it entirely without such accessories (except perhaps the sporran, No way to live without a pocket or two). Ideally I'd like to find something that stands alone and works just like your average pair of pants. Doesn't matter what you throw on there or choose to leave out they look all right and function well. Actually reading through dos and don't section has me scared now. It looks like its far to easy to go wrong without realizing it. I do intend to have all the accessories for more formal or traditional wear. But at this point I'm mostly just angling for an easy Kilt to work with.

Option B. A non-traditional casual camouflage kilt. With pockets you don't typically wear a sporran.

Out geocaching with the spawn. Only accesories were gps, walking stick and a kid or two (note self come back with exact number of kids as you left with).

If this style may fit you check out what Sportkilt has to offer. My kilt shown is from Freedom Kilts.

Nice pictures. Definitely going in the right direction with that one. Can see why you wouldn't need a sporran as it looks like there are pockets already attached. Definitely have to take a good look at this one.
