I think if you're famous and you play the pipes, then it should count. Whether you became famous by playing the pipes or not. Becoming famous or infamous (it's more than famous it's IN famous... sorry 3 amigo's flash back) period, is a hard task. There are many roads to stardom, if people know you across the country or world, then I think it should count. Since we're not actually judging the quality of piper, just that they are famous.

I have seen on occasion wrestler Rowdy Roddy Piper actually play the pipes.

Not strictly a celebrity, but Michael Martin, the Speaker of our House of Commons, plays the pipes.
