Hi James,until very recently "tartan above the waist" was just not seen in the Scots kilt world and I venture to suggest that is still the common thought here.I, along with most of Scots,still raise an eyebrow at tartan ties,so goodness only knows what the reaction to tartan headwear!Worn with the kilt of course.
Tartan ties are more commonly seen when trousers(pants) and jacket are worn.The music hall is generally the place for tartan head wear.I think that the tartan theme can go too far sometimes and I feel that this overdoing of the tartan trend is very much a trans Atlantic thing.As I say, you don't need tartan on a Balmoral for people to know it's Scots.
