For about a month after getting my kilt I wore t-shirts with my kilt because I pretty much only wear them casually and I never tucked them in. I recently realized not only is it more comfortable to tuck in a t-shirt but it does look far better than letting it hang (plus my shirts tended to rest right behind the sporran which looked ridiculous) so I have to agree with the other guys on tucking it in.
I only wear some basic shoes with mine and then if I wear hose also I usually keep it up, but with boots, again, I'm with the rest, scrunch 'em down.

Wear the T-shirt the way you'd wear it otherwise - IOW, if you wear it untucked with jeans, do the same with the kilt. Forget the flashes and scrunch down the hose.

Allow me to beat the dead horse.
I usually tuck in my tees. It just looks better.
For hose - since it's hot here a lot, I wear 100% cotton socks from wal-mart with boots, scrunched down. They even sell ones that have a moisture liner, some have odor killers, etc. etc. They have a lot of good choices for boot wear. On that note, a good, worn-in pair of boots will be more comfortable to dance in than any other shoes in my opinion. The added support on the ankle is the kicker for me. I do like to wear flip flops with my kilt around the house or to the store though in this Texas heat.

I'd tuck the tee. If you're going to to wear hose, match them to either the kilt or the shirt... Up or down is your choice. Personally, if I'm going to wear hose, I wear them up and with flashes, if I'm not going to wear hose, I go with black crew socks, and I pull them up above the tops of my boots (I wear somewhat tall Doc Martens) and then let them fall where they will as the day goes on.
As far as your other question goes, it's up to you, but I'd ask myself these questions:
Am I going to be dancing?
Am I going to be jumping around?
How rowdy is the crowd likely to get?
How much alcohol will beconsumed at this event?
How likely is it that I will be kilt checked?
How embarrassed will I be if my pasty white butt (or worse) gets exposed to a bunch of strangers?
I've been to several (ten or so) punk shows kilted, and punk shows can get pretty rowdy at times. To save myself and everyone else the risk of embarrassment, I NEVER go regimental to concerts,especially if alcohol is being served at the event.
It's your choice, but think it through.

What's this? No pictures?!?! What's wrong with you people?
So here's how I wear an Iron Maiden t shirt with a kilt: Shirt tucked in, leather moccasins, belt pouch, and I usually ditch the sporran because I find that it gets in my way, and my belt pouch is perfectly sufficient to haul all my crap.

We're usually a very visual lot... I'm surprised to see no images here. Oh yeah... and I look a little disheveled because I was sopping wet!! It was clear and hot and dry when we went in, and pouring rain when we came out. I left my sunroof open so the car wouldn't get hot...

So I've worn my kilt around a bit this week to break it in and see how everything 'hung'...
I'm pleased to announce that all tests were a go and the Affliction tee tucked in with wool hiking socks scrunched down and hiking boots seemed to be a hit (even among the only lady that mattered, my lovely GF) I even topped it off with my guiness military style cap, I have to say that I was rocking the dapperness pretty hardcore!

Good to hear. And pleasing your GF and yourself is really all it's about. Looking forward to the pics. I've been rockin' my Chuck Taylors with my kilts almost exclusively for casual wear lately. Comfortable and stylish.
