Freelancer, aprons were issued to wear over the kilt in the military (to keep things a lot worse than haggis off them) up to WWII, I believe. There is a company which supplys either original or recreated military wear called What Price Glory, from which several of the members of the forum have gotten their very heavyweight kilt. You might want to check their website and there you can see the apron.

This gentleman in question appears to be portraying a Jock from the Black Watch during the Second South African/Boer War period (1899-1902) -- notice his apron has no "back" to it, which caused the exposed tartan material to be a target for Boer snipers -- during WWI, a "back" was added to the apron that covered the pleats.
