I agree with both Beertigger, Larry124, and Tommy Hunt.
For those who were spared the '70's, imagine if you will leisure suits, disco balls, John Travolta in "Saturday Night Fever", music from performers like the BeeGee's, Donna Summer, and Sly and the Family Stone. Now picture in your mind a man wearing light blue trousers, dark blue shirt, white belt, and matching white shoes (usually ankle boots.) If that doesn't give you nightmares, then I'm not sure what will.
I also remember the white belts and boot laces for honor guards and MP's. Boots laced up with white laces in the airborne ladder look great, but you pretty much threw the laces away after one use.
With the above in mind, imagine a black watch kilt with a black shirt, white kilt belt, white boots, and black hose with white flashes. I am just not sure about the sporran. Should it be white, black, or a combination of the two?
