The 48th Highlanders of Canada wear/wore black sporrans with two white tassels; you can read a bit more about the regiment at Wikipedia. They were formerly allied with the Gordon Highlanders of the British Army, which might explain the primarily green kilt. The regiment was founded in 1891; would that fit the time frame for your great-grandfather?

The regimental tartan of The 48th Highlanders is the Davidson, but pipers wear the Stewart of Fingask.

I went to the 48th Museum last year here is the thread on it I did manage to get quite a few photos of uniforms perhaps it will help.
