Pipers bobble top hose tend to have a rather long foldover section that can help a lot, and are pretty bulky in the main body too. And they come in a variety of colors. I have recently seen them as low as around $19US per pair, but cannot remember where right this moment.

    Found my latest source:

    http://www.college-of-piping.co.uk/a...Kilt_Hose.html

Roughly $18US per pair, all colors but white are 70% wool while white is 80% acrylic. No idea what shipping will add to the cost as I could not discern that from the website ordering pages. I have not personally ordered from them yet, but do have the exact same hose in several colors, bought from a different vendor, and I love them.
