Oh - what I meant was what the weight of the _fabric_ was, not the kilt. If you used the 10 oz for both, then the weight of the fabric is likely the biggest culprit. Heavier weight kilting fabric is simply stiffer, hangs better, and isn't prone to puckers.

Barb,
That's good to know. I have been thinking it was either the fabric weight or my stitching causing the problem. I'm about to order some 16 oz. wool within the next week or so. If after stitching the first couple of pleats it looks like I'm headed toward the same problem, I'll re-evaluate my stitching and post some photos here to see what I'm doing wrong.

I haven't had a chance to go home and measure yet, but I would estimate somewhere in the neighborhood of 1/32. They are very close and small, does that sound about right?
