Here's a pic of my friend Hank in a short coat with "bucket" cuffs, appropriate for a highland gentleman of the 1715 Rising (in which Rob Roy participated) and the following decade or so....

This page has photos of two original short "common man's" jackets found in Scottish graves. It's a pirate website, but the garments are not seamen's, but rather quite representative of the short coats worn by highland clansmen with their kilts:

The slashed doublets as Woodsheal points out are correct for the period. I have a feeling though you are talking about the leather jacket Liam Neeson is wearing in the Movie. It appears the sleeves are laced to the body of the Jacket in the Movie. The closest thing I can think of would be the Leather coats worn during the 1640's when Covenateer and Royalist alike did wear these, though they more prevalent with Cromwell's roundheads. MacIan of GlenCoe was sporting one of these in 1689 at Killiecrankie. One thing to bear in mind most jackets worn during the 15 and the 19 were solid colors. Tartan coats are in vogue during the 45.

Mostly, but not exclusively. I've read descriptions of upper-body garments in tartan from the earlier periods, and there are some images as well. The slashed doublet here has a vertical tartan sett matching the trews:
