Despite the weapons laws, it is a very dangerous place (some areas more so than others, of course). I would pay very close attention to any other US Consulate warnings on areas to avoid due to drug violence, kidnappings, murders, etc.
Yes, my regular trips to El Paso do NOT include a cross-border visit to Juarez.
