The greatest crime the authorities commit against humanity is when, once in every four years, they add an extra day to February! It should be done in June! Or we could have a July 32nd! Or an August -1!

Or to put it another way (why we have lawyers and politicians): In order to limit the dreariness, the number of days in February are reduced from 29 to 28 in three of every four years. It's not an occasional one day increase but rather a frequent one day cut.
