Unfortunately I didn't get the chance to talk with her very much, but she didn't appear drunk. She was rushing out of the campsites to get back into the faire before canon (to signify the day's closure), and I was rushing to the campsites to get changed to meet some friends for dinner.
Given the accoutrements common to faire, I'm not sure that the cost of the garment was an issue. By the fact she was camping out, I would assume that she has been to one faire or another and is acquainted with its customs. Costumes there range from extemely inexpensive to exorbitant. If she were knowledgeable to know the difference between a cheap kilt and an expensive one (not to mention knowledgeable enough to know that kilts can get particularly expensive), I'd be wont to assume she would know better than to slap on an age requirement She thought I was just 16. Maybe I should take that as a compliment, being over 30... I guess she wasn't close enough to see the wrinkles 
I still think that it had to do more with what she considered appropriate for a young man. Guys don't really ever deal with this much since in general our clothing is the same from the time we're weans. Pants and shirt. That's about it. The ladies might be more familiar with a stigma of "too young to be wearing that", be it a skirt, bikini, or whatever. I knew one guy who wouldn't let his daughter wear a bra until she was 13. Didn't care what her body was doing; he decided that 13 was the magic age and wouldn't hear of it before then. Strange man.
Any hoot. I definitely agree that an older man in a kilt is very dashing and distinguished! I can only hope to look as good as the kilted gentlemen on this forum in the years to come.
