I just don't see how you get away from Kilt = Highland or [more broadly] Scottish National Dress. Even non-Scottish district tartans are permutations of a uniquely Scottish tradition.
What is a kilt with English symbolism plastered on it supposed to mean? This is neither fish nor fowl IMHO.
