What about ebay? Kilts come up second hand there all the time and if you arent fussy about colour, you might be able to get them all within your budget by looking for last minute finishing auctions.

As they say in costuming, you can pick any two out of I want it cheap, I want it fast, and I want it right. You can make decent cheap kilts, but it takes time and effort, you can also buy cheap kilts fast if you go second hand and arent overly fussy

    Great kilts

You can give everybody a length of fabric and make great kilts. See other posts for details. OR, if you want to try making a Not-So-Great Kilt, you might try the same method ( fold and belt) with a kilt that stops at the waist.... A little adaptive technology might make it happen.

If you can figure out how to quickly pleat them and fix the pleats- maybe using holes and a drawstring- you can go back and stitch them. And let the belt hide the cheating. OR just staple the whole thing together if that is the level of "craftsmanship" you can tolerate. Just don't attach MY name to the things.
Some take the high road and some take the low road. Who's in the gutter? MacLowlife
