Resurrecting this old thread to grab the attention of the Trekkies out there...
I regularly wear my "Next Generation" communicator pin as a kilt pin, and someone asked me the other day if there has ever been an "official" Star Trek tartan. Seems like some serious trekkie somewhere would have designed a "Star Fleet Academy" tartan. I can't find one listed on any of the tartan finders I've checked, but I know that they aren't totally fool-proof.

Has anyone else noticed that the belt is a black dress belt and the sporran is a brown daywear? I wonder who the costumer was for this, that is a kilt don't if ever I have seen one.

Come now, that's all the rage in the 24th century!

I've never seen a Starfleet Academy tartan, though I'd like to, if it exists. I suspect it never got registered.

I don't recall seeing this on screen, though it may have been when he's playing the pipes at Spock's funeral, as it's a movie-vintage tunic. During the Television series, he wore the black-and-white Scott tartan.

The kilt is out of shot during the footage.

I just watched the Spock's funeral footage on DVD. If you freeze-frame during the lowering of the coffin into the torpedo tube, you can see that Captain Scott is wearing the same black trousers as everyone else, though he does have his bagpipes.
The only other place I can think of where they wore dress uniforms in the movies is in Undiscovered Country, when they have the dinner with the Klingon envoys. Unfortunately, I don't have that one on DVD (I know, bad Trekie), so I can't verify it.
If I were going to make a Montgomery Scott costume, I'd use the B&W Scott, as that was definately seen onscreen during the TV series, even if I were going to use a movie-era tunic.

Nope, he didn't wear the Kilt in Undiscovered Country either (I just looked at the screencaps at Trekcore.com.) It looks like this costume is a fraud

You're absolutely right... I meant to say probably out of shot.
Here's an image of "Scotty"

If I were going to design a Starfleet tartan, it might look something like this:
