I think if someone wanted to try to recreate this style of garter on your own, the best method would be inkle weaving, tablet weaving, or card weaving.
In other words, they are woven, not knit.
(Not saying you can't knit a pair, it's just that these are woven and I wanted to avoid confusion).

Let me also not try to confuse. What you have at the Museum is most likely of better quality.
What I have done so far is playing as a means of creative outlet. Being knitted, not woven, there is most likely more stretch in mine than the woven style and they may not last as long. I started them because I am playing with the REAL MEN legs socks.
The socks I am playing with have no elastic material in them and need some type of garter to hold them up. As a diabetic I am concerned with circulation in my legs. Therefore, the flashes with the elastic don’t work for me. Yes I know they are fine for you guy with chicken legs but for those of us the have REAL MEN’s legs they are always too small.
I also have the advantage that I can make a pair in an evening in any color yarn I can find in my local yarn shop and I can make them to the actual length needed.

New Colors of XL garter ties
I promised to post here when we got in some additional colors of the extra long (44") garters. We now have in stock black, ecru, tartan red, bottle green, lovat green, navy, and ancient blue.
http://giftshop.scottishtartans.org/garters.html
These have proven popular enough that I don't mind ordering them in any of the seventeen colors of the standard length if someone doesn't mind the wait for me to get them made up. Just let me know.
Also, if anyone needs anything longer than 44" let me know that, as well.
Aye,
Matt

Great news, Matt. We "big-legged" guys thank you.
Unfortunately, there's something else on the list.
