( applicable to used wool kilts , lacking documentation of the source of the materials used in construction- the weaving mill, for the wool tartan fabric is no longer in operation. USMCA only applies if you have documentation proving the item qualifies. Without that, you'll be subject to the Harmonized Tariff Schedule (HTS).
There is a HTS code for used clothing, but it's intended for clothing that's substantially worn out. Kilts in wearable condition won't quality. So, you'll be charged the same tariff as if you were importing a new kilt.
