If you have this problem, even in the stiffest of breezes or wind, your kilt is not made right and/or is of too light of fabric.
The sporran keeps the kilt down in front and the sewn-down fell keeps it down in back.
Sure, your kilt may get blown about, but the boys will stay hidden...
