Tracking down the fabric was actually quite difficult here in the UK and I bought the end of a bolt. To get it to hang better I doubled the material up so that the bottom is on a fold. I did not iron any of the pleats around the back in, but ironed wonder web into the pleats around the front to ensure that they hold. I also wonder webbed the whole of the front so that the 2 layers are bonded together.
I have no idea where you could get the material from Stateside - get googling!
There is a company making 'workwear' kilts http://www.clothes4work.com/blaklade...FSZWMAod53Hg6A but as they are not sticking to the conventional design I won't be recommending them. (The material they used is not long enough and the front is too short, but I quite like the pockets)

The 'Eathen in his idleness bows down to wood and stone,
'E don't obey no orders unless they is his own,
He keeps his side arms awful,
And he leaves them all about,
Until up comes the Regiment and kicks the 'Eathen out.
