Over in the thread I started on this shoe saga, it was pointed out that the shoes being advertised as oxfords were technically bluchers because of the exposed lacing.
I may look into that for black tie formal shoes if it ever comes up; thanks for the suggestion.
I was not impressed with any of the Target shoes and they were in that price range. I ended up going with a higher quality pair of dress shoes from a shoe store.
