I have had several shipped from overseas, all were folded into quarters before being put in a shipping bag. And only two of them came with basting stitches in place to keep the pleats from getting messed up. After some hanging in the bathroom on a proper kilt friendly hanger and a good steaming the wrinkles were all gone. Shouldn't cause any lasting problems. Pretty standard service, unless you were buying the whole jacket, sporran, ghillies, hose, kilt, shirt, tie, flashes, belt and buckle, sgian dhub package, in which case they might feel like you deserved the extra mileage of a nice inexpensive hanger/nylon bag to carry it all in. But don't count on it these days. Margins are thin and getting thinner.
