Twice the circumference of your leg at the top of the hose, plus enough to hang down below the cuff. Consider too the length of the fringe. You may want more or less of it in relation to the amount you reveal below the cuff.

    Rex.

Actually, I would DO THIS = take a pc of RIBBON,
    1. Wrap it & tie it as you wish ( note this discussion )http://www.xmarksthescot.com/forum/d...729/index.html ) Be sure to figure how much of the garter you want showing including the fringe ( note some only like basically the fringe to show. I like part of the garter to show also, especially on my more "fancy garters" (1'-1 1/2" =fringe )
    2. This then becomes your "pattern"

Plus allowance for any knot you use, or "wrap under". Let me think about that... If "regular" kilt host fit you, try 36 inches and adjust from there.

Also a spool knitter. You could actually make one from a large wooden spool, if you can find such a thing and some finishing nails. I tried a couple of versions from the craft stores, and we like the Wonder Knitter with the 6-peg head for a tubular garter.
