Although likely a bit pricy based on your description, it generally sounds like you might be describing the utilikilt, most likely the original. http://www.utilikilts.com/company/pr...ilts/original/
A much more affordable alternative, if you are willing to spend a little time with a sewing machine, would be the X-kilt. Check your local fabric stores. You might be able to get 2 kilts out of one length, if it's wide enough. (read the directions before buying your materials to make sure to get the proper stuff)
